Evaluating the structural performance of racking systems in the event of an earthquake

Seismic vulnerability assessment is a technical analysis used to evaluate the capacity of racking systems to withstand seismic actions, in relation to their actual operating conditions.
This activity falls within the regulatory framework defined by the Italian Building Standards (NTC 2018), UNI EN 16681, and the Guidelines for the design, execution, verification, and safety of steel racking systems issued by the Italian Superior Council of Public Works. When seismic vulnerability assessment is required
Seismic vulnerability assessment is not optional. It is a technical requirement explicitly defined by the Guidelines for the design, execution, verification, and safety of steel racking systems for existing structures. Chapter 7 of the Guidelines addresses existing racking systems and introduces general provisions for the safety of structures not designed according to updated seismic criteria.
In these cases, regulations require the adoption of temporary risk mitigation measures, including:
- reduction of load capacities
- limitation of stored goods
- temporary restrictions on use
These measures are transitional and are intended solely to reduce risk pending technical assessment.
The Seismic Vulnerability Report
The assessment results in the preparation of a Seismic Vulnerability Report, a technical document that outlines the analysis outcomes and enables evaluation of the safety level of the racking system. The report includes:
- analysis of structural behaviour
- evaluation of load conditions and usage
- identification of critical issues
- verification of performance against regulatory criteria
This document represents the technical reference for safety assessment and for the management of subsequent interventions.
